The Human Resource developed by ICAR has played a pivotal role in transforming
Agricultural Scenario in the country and achieving self-sufficiency in food grain
production. In this endeavor, ICAR has contributed significantly through
strengthening and development of higher Agricultural Education. There is an urgent
need to develop quality human resource to face the multifaceted and complex
challenges of the Indian Agriculture arising due to changing climate, threat to
sustainability, inefficient use of agro-inputs and depleting quality of the natural
resources and rising competitiveness under the globalization pressure. Renewed
thrust to higher agricultural education has necessitated enhanced support of the
ICAR to the AU system by providing funds for development and strengthening in
critical areas. It is essential to put in motion new initiatives especially, attracting
talent for matching agricultural education consistent with global technology
development and stakeholder expectations. The support being proposed through
continuance of this scheme will, to a large extent, remove the constraints, attract
talent, and enable the agricultural education system to churn out graduates capable
of meeting new challenges facing Indian agriculture. The approach is multipronged,
addressing the issues of competence enhancement, attracting talented youth to
agriculture education, curriculum and delivery mechanism, improving quality of post
graduate research, addressing the needs of different stakeholders by making
agricultural education relevant, responsive and promoting entrepreneurship skills to
enable graduates to take up their own enterprises as job providers rather than job-
seekers and improving the overall infrastructure in terms of student and faculty
amenities pertaining to teaching and learning.
Components of Human Resource Development
ICAR National Professor
This scheme is to promote excellence by recognizing outstanding scientists with proven output and outcome for creating a culture of basic research through their projects. This also includes the prestigious B.P. Pal Chair and Norman Borlaug Chair in International Agriculture.
ICAR Emeritus Professor
The ICAR Emeritus Professor program is a new initiative of tapping brain and skill bank of
the outstanding superannuated professionals of National Agricultural Research and Education
System (NARES) by utilizing their talent. This initiative is expected to
improve the quality of education in most of the universities by addressing the shortage of
ICAR Emeritus Scientist
This scheme aims at utilizing services of outstanding superannuated scientists/teachers from NARES for supporting ongoing nationally important research, teaching specialized courses, developing quality instructional material for use in national agricultural education programme including distance education.
ICAR National Fellow
The National Fellow scheme is to promote excellence in agricultural research and education at national level, recognize meritorious contribution of individual agricultural scientists/teachers, and to facilitate their research and related activities in agriculture.
ICAR PG Scholarship
For recognition of talent and promotion of merit in general,
quality upgradation, reduction of academic inbreeding and fostering national integartion in higher agricultural education,
the ICAR awards 475 ICAR-PG Scholarship to undergraduate students to pursue Master's degree and 202 Junior/Senior Research Fellowships
(PGS) to postgradudate students to pursue doctorate degree in different disciplines of agriculture and allied sciences
in the universities under ICAR-AU system.
This fellowship is aimed to attract meritorious under-graduate students belonging to below poverty line families to study Agriculture, Agricultural Engineering, Home Science Dairy Animal Husbandry subjects. Scholarships in these subjects are awarded annually on the basis of merit-cum-means
Centre for Advanced Faculty Training (CAFT)
Centres for Advanced Faculty Training are aimed to impart discipline-oriented advanced training to teachers, researchers and extension specialists in cutting-edge areas of agriculture and allied sciences to develop skilled human resources across NARES
Summer/ Winter School/ Short Courses
This activity aims to bring about qualitative improvement in the pedagogical skills of teachers, researchers and extension specialists and also update their knowledge in the specialized/emerging areas, thereby contributing to the development of skilled human resources for making research and education more relevant.
Post Matric Scholarship for SC/ST Students
This scheme aims to provide financial support to Scheduled Caste and Scheduled Tribe students for pursuing Bachelor degree programme in agriculture and allied sciences in universities under the ICAR-AU system
Extramural Research Projects: Education Division, for the first time, is sponsoring & supporting short term result oriented extramural projects addressing acute and felt needs of enhancing the quality of agricultural education on identified thrust areas and on topics which hold scientific merit in terms of importance and urgency of agricultural education in India.
